What Is the ISO 50001 Energy Management System?

What Is the ISO 50001 Energy Management System?

ISO 50001 is the international standard organisations use to manage energy systematically, measure their energy performance and improve it continually. The current version is ISO 50001:2018, updated in 2024 with an amendment on climate change. In Türkiye, establishing and certifying this system is a legal obligation for organisations above a certain size.

What Is ISO 50001 and What Does It Do?

Many businesses see their energy bill as a single line item, but do not know which machine, production line or building it comes from. The ISO 50001 energy management system brings exactly this hidden picture to light. Leaks in compressed air lines or equipment running idle, for example, only become visible when regular measurements are taken.

Like other management systems, the standard is based on the "Plan-Do-Check-Act" cycle and essentially includes the following elements:

  • Energy policy and objectives: Top management's commitment to energy performance.
  • Energy review: Identifying significant energy uses, showing where most energy is consumed.
  • Energy performance indicators and baseline: The starting point against which improvement is measured.
  • Monitoring, measurement and internal audit: Regularly tracking progress towards targets.

ISO 50001 Obligation: Who Is Covered?

Under the Regulation on Increasing Efficiency in the Use of Energy Resources and Energy, organisations required to appoint an energy manager must establish and certify a TS EN ISO 50001 Energy Management System. The deadline for this obligation expired at the end of 2023. The organisations covered are:

  • Industrial enterprises with annual total energy consumption of 1,000 TOE or more
  • Power generation facilities with an installed capacity of 100 MW or more
  • Commercial and service buildings with a total construction area of at least 20,000 m² or annual energy consumption of 500 TOE or more
  • Public buildings with a total construction area of at least 10,000 m² or annual energy consumption of 250 TOE or more
  • Organised industrial zones required to set up an energy management unit

In TOE (tonnes of oil equivalent) calculations, all energy sources such as electricity, natural gas, coal and fuel oil are converted into a common unit and added together. This is why concluding that you are out of scope based on your electricity bill alone may be wrong. The certificate must be obtained from a certification body accredited by the Turkish Accreditation Agency (TÜRKAK).

Why Does ISO 50001 Matter for Incentives?

Even for businesses without a legal obligation, ISO 50001 is the key to accessing state support. The Ministry of Energy and Natural Resources' Efficiency Improvement Project (VAP) support offers grants of up to 30% for investments that save energy; the per-project ceiling for 2026 has been announced as TRY 27,092,663. Under the Voluntary Agreement support, a business commits to reducing its energy intensity by an average of at least 10% within three years.

In both programmes, holding a TÜRKAK-accredited ISO 50001 certificate is a condition for support payments. In other words, the certificate directly affects whether part of the investment can be recovered.

How Does ISO 50001 Implementation Work?

  1. Gap analysis and energy review: Consumption data is collected and significant energy uses are identified.
  2. Policy, objectives and indicators: An energy policy is written, and measurable objectives and performance indicators are defined.
  3. Implementation: Operational controls, training and improvement projects are put into practice.
  4. Internal audit and management review: The system's operation is checked and gaps are closed.
  5. Certification audit: An accredited certification body assesses the system through a two-stage audit.

In short, ISO 50001 is the common ground for controlling energy costs, meeting legal obligations and benefiting from state support. The real gain comes not from the certificate itself, but from a management approach that knows where and how energy is consumed and improves it regularly.
